Foothill Sports League Constitution and By-Laws
NAME AND PURPOSE
SECTION 1. The name of this organization shall be Foothill Sports League (League).
SECTION 2. The purposes of the Foothill Sports League are:
a. to cultivate and promote friendly and cordial relationships among small private schools by means of an organized supervised program of athletic contests;
b. to promote adherence to good sportsmanship;
c. to provide an opportunity for coaches and athletic officials of member schools to discuss ways and means of improving sports program in their schools;
d. To prepare students to participate in the field of competitive athletics at a higher level.
SECTION 1. Membership in the League is open to private junior high and middle schools.
SECTION 2. Admission to membership shall be by application in writing to the League. A school will send a representative to a meeting and acceptance is by simple majority vote of the member schools.
SECTION 3. A school, which is accepted for probationary membership, shall serve a one-year probationary period. At the end of this period, the league shall review their record and actions and vote to accept or reject the school for full membership. Rejection of membership of any school requires a full explanation of the reasons in writing to that school upon request by that school.
a. During the probationary period, the school will have a voice in discussions, but will not be eligible to vote on constitutional and by-law motioned items.
SECTION 4. The member schools of this League shall be listed in By –Laws #1.
SECTION 5. Any school not represented at any League meeting will be levied a fine as

SECTION 1. The governance of the League rests with the administrator of the member schools.
They may exercise their authority directly or delegate it to the athletic directors
And/or other officials of the school.
SECTION 2. All actions taken by the League shall be determined by a vote of the member
Schools. A quorum is required to call for a vote. A quorum is defined as 2/3 of
The membership being present at the meeting. Each school is empowered to cast

ELECTION OF OFFICERS

DUTIES OF THE OFFICERS
SECTION 1. The President shall:
a. Preside at all League meetings;
b. Appoint a time and place for holding of meetings;
c. Notify member schools two weeks in advance of the date of meetings;
d. Call emergency meetings upon the request from any three members
e. Levy fines for absentee representatives at League meetings;
f. Handle scheduling for each sport;
g. Hire the assignor(s) and coordinate the referees with the assignor(s);
h. Require and bill member schools to reimburse the Forfeit Fee Fund;
i. After securing all pertinent information, determine whether to allow or
Disallow a protest and to decide what, if any action will be taken
j. Be responsible for collecting and tallying votes in such cases of secret
Ballots.* (see ARTICLE VII, SECTION 5)
SECTION 2. The League Secretary shall:
a. Make provisions for the minutes to be recorded and sent to member
Schools within two weeks of the next meeting.
SECTION 3. The League Treasurer shall:
a. Have charge of all League finances;
b. Keep a detailed account of finances;
c. Accept and deposit dues and fees from member schools;
d. Balance account statements;
e. Submit a written report of all financial transactions of the League at least
Once a year;
f. Make only such expenditures from the treasury as are required for:
a. Seasonal trophies and awards;
b. Postage, supplies for awards; refreshments
c. Pay any other expenditure(s) authorized by a majority vote of a

SECTION 2. The President shall hold an emergency meeting at the earliest possible time after

B. Membership in the League will be limited to 12 schools.
BY-LAWS #2 ELIGIBILTY
A. All students in grades fifth, sixth, seven and eight are eligible to play all students, register at a member school. (Home Schoolers must be registered with the school) (2012)
B. Students in fifth, sixth grade are eligible.

Students in grades below 7th grade are eligible at the school’s discretion. (Nov. 2004)
C. No boy is eligible to play on a girls’ team.
D. A player cannot be 15 years old before October 1st and play. (Jan. 1991)

E. Girls may play on boys’ teams IF a girls’ team of the same season or similar sport is not offered by the member school.
F. If a team is coed, the team must play against boys’ teams of other member schools.
G. Girls may not play on 2 different sports teams per season
H. Players must play 50% of the regular season in order to play in the playoffs. (unless excused by an injury)
BY-LAW #3 OFFICIALS
A. Officials shall be treated with due respect.
B. Payment of the officials is to be shared by the participating schools.
a. In the case of one school canceling a game within three (3) days of the game date and time, the school canceling the contest will be responsible for the full fee to the official(s). (Article VIII Sec. 5; 2001)
b. One half of the official’s fee is to be paid if the game is decided to be played and then called (delayed/ interrupted/ postponed) by the official due to inclement weather or unsafe conditions.
c. The one half is to be paid by the home team. The visiting team will reimburse the home team one half of that amount as their portion of the official’s pay.
C. Officials shall not be a part of the staff of the same school unless by previous mutual agreement.
a. In the case of a non-league game officials may come from one of the competing schools or from the pool of the officials
D. Each official should be knowledgeable of our League rules.
E. When only one of two officials’ shows to officiate, the one is paid the normal amount, not double the amount. (1997)
BY-LAW #4 PROTESTS
A. All protests must be made at the time of the action being protested. The game officials and the opposing coach must be notified at this time that the contest is being played under protest.
B. All protests must be submitted in writing within 24 hours to the President.
C. The official or officials involved shall submit a report on the protest to the President.
D. After securing all pertinent information, the President will determine whether to allow or disallow the protest and to decide what, if any, action will be taken.
BY-LAW #5 SCHEDULING
A. League seasons will be determined by the president who will designate the weeks that teams will meet. Member schools may adjust their game schedule as necessary by mutual agreement.

B. President will announce which days officials are available during the season prior to season game scheduling by individual schools;
C. Season game scheduling will be done by coaches at the meeting prior to the season;
D. A school’s required number of season games must be scheduled and submitted within five (5) school days of the ‘scheduling meeting’ in order to be an official season; (Nov., 2004)
d. Penalty for not scheduling all the required games within the five days is that all games still left to be scheduled will be tailed in the
standings as a forfeit or a loss regardless of whether the game is played and won or not.
e. When unable the schedule the required number of games for a complete season, the member school shall be automatically disqualified from Division playoffs for that season regardless of the W-L standings
E. Each member of the school has 5 school days in which to confirm that the season’s master schedule is accurate for their individual school’s game schedule or to make changes without penalty. (Jun. 2002;Dec,2002; Mar 2003)
F. Any game schedule changes due to schedule conflicts must be made (3) or more days before the originally scheduled contest’s date and time to avoid penalty (Dec 2002) (March 2003)
a. Rescheduled games must be played during the regulation calendar of the season;
G. Cancellation DUE TO INCLEMENT WEATHER:
a. Decision to play the game or not must be made by 12 noon
b. The home game coach needs to call in this order
i. the opponent’s coach
iii. the assignor or referee
iv. the President of the League
H. Cancellation DUE TO OFFICIAL’S RULING:
a. One half of the officials is to be paid if the game is decided to be played then delayed/interrupted/postponed due to inclement weather or unsafe conditions;
b. The one-half fee is to be paid by the home team. The visiting team is to reimburse the home team ½ of the total fee paid to the official as their portion of the official’s fee for that game.
I. Tie/Loss Ruling: All possible attempts must be made to accommodate the playing of a contest/game by both teams. Justification of why the game cannot be rescheduled must be presented to the President. When the team initiating a change in schedule does not or is unable to reschedule with the opponent within the regulation season, it is the President’s discretion whether the result is a loss or a tie.

A. Eight-person flag football shall be played under according to the rules established by the League in conjunction with CIF rules

A. DUES: the League dues are established at the end of each year and must be paid by the first League meeting of the school year to be eligible for continued participation.
i. League dues are: $400 (May/June 2004)
B. FORFEIT FEE FUND: Each member school’s credit balance at the beginning of the year must be brought up to a full credit balance of $100 (Spring 2001) and when the balance nears zero or upon demand.
i. League President or Treasurer will inform a school when a fee has been paid out of the account:
C. FINES: for being late to a meeting or missing a meeting is to be paid within the season.

D. LEAGUE OPERATING EXPENSES:
i. Expenses will be reimbursed to the party who initially makes the payment at the end of the year meeting if receipts are submitted;
ii. Stipends will be paid at the end of the year

By-Law #15 LEAGUE DIVISIONS (Spring 2002)
A. The league will be divided into two divisions, the EAST and the WEST
B. The WEST shall consist of the following schools:

C. The EAST shall consist of the following schools:
a. Bethany Christian school
b. Barnhart School

D. Schools play each once
E. Schools in opposite divisions will play each other during each season (Sept. 2002)
a. In 2002-2003 the West will come to the East and play:
b. Each year thereafter, the games’ locations will alternate to the opposite division’s home field or court.(i.e. in 2003-2004, the East will play in the West divisions home field or court)
F. In the event that seven or fewer member schools provide a team in any one particular season, the divisions will be combined and each team will play the other two times, once away and once at home to make a regulation season. (Nov., 2004)
a. Playoffs (semi-finals) pairings that lead to Championship games will be the top four teams
BY-LAW # 16STANDINGS (Nov., 2004)
A. The reporting of a win is the responsibility of the winning coach;
B. The win must be reported within 5 school days of the contest; (March 2003)
C. Failure to report the win within the allotted time frame will result in a loss to the winning team (and a loss to the losing team in the standings).
D. Season standings will be determined by:
a. Overall record among full member schools will determine the standings;
b. Standings will determine the play-of berths
E. See Tie Breaker procedures under separate cover.
F. The probationary school’s wins and losses, during the probationary year, will not be applied to the membership school’s win-loss standings for the purpose of determining play-off berths or overall record in the league.
G. Standings will be kept or monitored by the President or the assistant to the President.
H. Standings will be available on a routine basis throughout the season.
I. Semi-Final win or loss will be added to the team’s standings to determine 3rd and 4th place in the League for 1st Team All League award distribution
BY-LAW #17 PLAYOFFS AND CHAMPIONSHIPS (Nov., 2004)
A. In the two division system, W-L-T standings determine first and second place in each division in each gender’s sport;
a. Semi-final (play-off) pairings will be:
i. West 1st Pl vs. West 2nd Pl
ii. East 2nd Pl vs. East 1st Pl
The 1st place teams who will host the second place teams.
B. In a combined division system, the top four teams based on the W-L-T standings will play in the semi-finals:
i. 1st Pl vs. 4th Pl;
ii. 2nd Pl vs. 3rd Pl
C. Championship game pairing will be the winners of the Semi-Final games
a. Championships will be held at a neutral site (Mar.’04)
D. No game for 3rd and 4th place will be played.

A. FIRST TEAM ALL LEAGUE. Awards will be distributed to the 1st, 2nd, 3rd, and 4th place teams in the League (Dec. 1998)
a. The number of awards to each place team will be of according to the chart under separate cover;
B. Money will be awarded to the schools for Division (Sept, 2002), League Champions, and League Champion Runner Up (Dec. 1998);
a. The amount of money for trophy(ies) will be according to the chart under separate cover;
C. Money will be awarded to each school whose player is voted Most Valuable Player in League play for each season and sport at the league meeting following the season; (Dec. 1998)
a. The amount of money for a League Most Valuable Player trophy (ies) will be according to the chart under separate cover;
b. Only coaches within the season will be eligible to vote for League MVP
D. Money will be awarded to the team whose player is voted championship game MVP; (March, 2001)
a. The amount of money for a Championship Game MVP trophy will be according to the chart under separate cover;
E. A TEAM SPORTSMANSHIP AWARD, based on hospitality and conduct throughout each season and tracked for the entire year will be awarded at the end of the year (June, 2000)

C.b. Coaches from the previous season (except in Sept) must attend the League meeting for the purpose of determining League MVPs; no longer will Division MVP’s be awarded.
